This is done so that `setup.py` does not have to be invoked directly, as
is the recommendation for python packaging using `setuptools`.

The file `setup.py` is left so that editable (`-e`) installs still are
supported.

With this change, some associated metadata has been modified; e.g. as
the original author has left ESS their e-mail address is no longer
valid.

The version of the package is also bumped to `0.8.1` in order to create
a new release.
