E3-1604: Add custom rules to build necessary .dbd files

In order to fully remove and dependency on sequencer from require, we need to have sequener specify the additional .dbd files that are to be created by RULES_SNCSEQ.

Note that e3-require!182 (merged) depends on this merge request to function properly; however, this change does not strictly depend on that one.
