Separate PREFIX into SYS_SUB and DIS_DEV_IDX. This will make it easier 
to set more than one dirver in the future.

Format according E3 EPICS database style guidelines

Format the template according to E3 EPICS database style guidelines. The 
functionalities are described on the documents related to the Vinci 
pump, which can be found on README. The comments here were just a copy 
from that document.

Clean up the vincipump.iocsh and format it according to E3 EPICS snippet 
style guidelines.

Fix those states to make the user interface more clear.

Fix PV names on the vinci_word_drives.template, which is responsible for 
reading a writing on some importante hardware parameters.

Fix the blowout PV names according to the ESS RULES FOR EPICS PV
