Fix formatting issue

The module `auth` was deprecated not long ago, and acf-files are
currently stored directly with `essioc`.

E3-733: Small rework of iocsh

The only external dependency of run-iocsh was click that could be
removed in favor of argparse. Keeping unnecessary external dependencies
potentially add more maintenance, security issues, and disk space.
This change removes click for good.

In python 3.6 argparse API is not prepared for failing tests. We should
update tests when we update the requirements to python 3.9.

The new e3-require package (v4.0.0) moved the script name from
iocsh.bash to iocsh. This commit follows that change by updating the
scripts name.

While the newer version is already released old systems continue to
use run_iocsh.sh so a fallback was implemented to avoid regressions.
It shall be removed at some time in the future.
