add sequential ring bring up mode option

Database change

  • New PV $(P)$(R)RingBringUpMode-S to control ring bringup behavior. This is an enum, but since it only has 2 cases ZNAM and ONAM is also set correspondingly. If this is set to 1, ring bringup is done in sequence so that developer can identify the source of problem easier.
