v0.1.8 - Updating to e3-common and removing duplicated library requires;

Added e3-common

It does not work to put the iocsh folder here; moved to pace5000-recipe on conda and updated makefile there;

Upgrading to use PACE5000 tag 0.1.3; fixing conda package name of iocstats;'

Module name in conda is iocstats instead of iocStats;

Including iocStats module
