changed to calculate the hours with 15min (900s) granularity to accommodate slots starting at 30mins past hour
introduced slot field "with_handover" to account for it in the OB table,
REMOVED different codes on the "partial days" like the ones with 5h
tests expanded and adjusted accordingly
