Add pipeline to run pvValidator

This is a proposition to use pvValidator in the MR pipelines to verify that PVs added for archiving are compliant with the naming convention. The pipeline job will only run on MRs that have changes to an .archive file and check all PVs in those files (even PVs that was not changed). The rationale behind this is to avoid new PVs being archived that are not compliant, but also to force users to correct any previous non-compliant PVs that are related (in the same .archive file).

The initiative behind this MR originally comes from START.
