Update EVR template

Juliano Murari requested to merge epics-modules/adsis8300:update_timing_template into master

Update EVR template to be according to latest changes from EVR IOC. Use macros in case there are new updates in the future to avoid compiling it again.

Jira ticket ICSHWI-6814. Tested on CPU08.
