PBIBCM-152 auto-calibrator

Implementation related to PBIBCM-152 for the auto-calibrator mechanism. It has a PV for the Calibration Pulse which triggers the samples updating. These values are used to calculate ACCT Scale Factor and Droop Rate PVs, according to the specified formulas. There is also a Calibration Pulse Counter as diagnostics and to guarantee the calculation records are processed synchronously. For the Scale Factor case there is a Actual Current value, with a dedicated PV, that needs to be set once and then is stored into autosave. That value is related to each calibrator unit.
