PBIBCM-223 Add Beam Absence PV per ACCT channel

Add 10 channels of beam absence signal PVs as requested in PBIBCM-223. Tested in the lab. Reimplementation of previous MR !39 (closed), this time considering one beam absence signal per ACCT channel.
