Add FastBPM OPIs

Henrique Silva requested to merge fastbpm-opi into master

Includes top-level OPIs for FastBPM system and Shared Wavepro module OPI. A future refactor is needed to be in line with ICS's design rules. Currently in use in operation in Beam diagnostics study mode
