ICSHWI-10964: Add ioclog and iocputlog forwarders to syslog-ng

Only works with ics-ans-role-syslog-ng > v0.4.0 as we need the fix that delays syslog-ng execution until network is up, so it can access localhost IP and also the graylog server.
