CE-2511: Update environment variables

Simon Rose requested to merge disable_iocsh_history into master

Disabling the IOC shell history that is enabled by default from EPICS base 7.0.8 onwards, but would make the repositories dirty as it stores the history file in the IOC working directory.

This is being back-ported to the old playbook as it is not clear which will happen first: new e3 environment, or new playbook, so this should be done to be safe.

We also ensure that CF_CHANNEL_OWNER is exported correctly to channel finder.
