tests external mounts, directories, and access permissions for Conda and NFS. Moved from ansible playbook to this role

Rory Clarke requested to merge nfs_conda_build_tests into master

Check that nonvolatile NFS permissions are correct. Check Conda and NFS external dependencies. Check Conda loaded and built from Artifactory and NFS mounts work. These are checks for external dependencies and should fail in the case of permission or network issues.
