ICSHWI-7389: Add basic support for metadata

This MR adds support for an ioc.yml metadata file, and reads and makes use of definitions of base, require, and realtime-mode in that file.

It also removes a few superfluous molecule scenarios, and updates basically all test repository references (to commits where ioc.yml is present).
