ICSHWI-8931: Restart IOC if internal metadata changed

Other needed changes:

  • fix for test IOCs to require essioc and load common_config.iocsh so their PIDs can be obtained
  • added dedicated IOC to test nonvolatile systemd service file mount requirement; CCCE:test-nfs was used to test all sorts of things and it did not seem right to restart it as part of the mount test and not be able to later check that it was restarted only because of the mount test
