ICSHWI-12024: Fix issue free host calculation

Fixing the issue-free host calculation:

problem was that the "Host not reachable" (active) is INFO level, and hosts that are not reachable wasn't taken into account in the calculation.

Tested on TEST environment, the result host count shrunk - as expected.
