CE-1765: Add an alert on IOC type change or incativity

Domonkos Gulyas requested to merge CE-1765_Add_alert_on_name_type_change into develop

Alerts are added to IOCs if the type or discipline of the associated naming entry (based on uuid) has changed, or if the status of the naming entry is not active anymore.
