CE-2145: Export active IOCs gauge into Prometheus

Domonkos Gulyas requested to merge CE-2145_Export-monitored-IOC-instances-gauge-to-prometheus into develop

The active IOC instances gauge can now be monitored by Prometheus.

I also made some corrections to make the MetricsService more conventionally structured according to the dependency injection pattern what the Spring Boot follows. And also corrected some metric names.
