CE-2495: Update deployment and monitoring to comply with the new playbook

Domonkos Gulyas requested to merge CE-2495_Update-BE-behaviour-based-on-boolean-flag into new_playbook

Deployment/undeployment process has been updated to set the deployed_with_old_playbook flag to false when called. The monitoring has also been changed to look for IOCs deployed in the new way. Closes CE-2495
