Start from maven image from docker hub, and add ESS signed certificates

Anders Lindh Olsson requested to merge dockerfile into develop

The image from docker hub is used instead of the one from our registry (ics-docker/maven:openjdk-17) so as to benefit from builds for non-x86-64 architectures, which are not currently being built at ESS.
