Ui for showing alert links ICSHWI 9163

John Sparger requested to merge UI-for-showing-alert-links-tidy-ICSHWI-9163 into develop

This commit contains the following changes for https://jira.esss.lu.se/browse/ICSHWI-9163:

  • Updates the AlertMessages component to conditionally display links to documentation when provided as part of the IOC alerts.
  • Updates the IOCLiveStatus to check whether the IOC host has a valid CSEntry ID before trying to display IOC logs
  • Removes the local alert about the CSEntry ID being invalid in favor of an alert from the server with appropriate doc link.
  • Updates IOC and Deployment async lists to not display snackbar error when some API call goes wrong. Instead, they print to the error to the console as a warning. This may need to be revisited later.

Also:

  • Fixes a polling regression in the DeploymentJobOutput
