CE-2062: convert statistics hook to common

• replaces the useStatistics hook with useAPIMethod common-ui hook
• adds skeleton loading to ioc and host statistics tables
• adds missing api mocks for StatisticsView story
• upgrades to the latest version of ce-ui-common
