CE-2165: Modify autocomplete load

Changed autocomplete behavior to not to load data at the beginning, just when the user starts typing.

Affected components:

• Deployment dialog -> Git repo chooser
• Admin page -> Host changer; Git repo changer; Naming name changer
• IOC creation view -> Name chooser; Git repo chooser
