CE-2127: Revise texts

Revises some texts in CE D&M to be more idiomatic

There isn't a lot here. One thing I thought of that might be an improvement is to remove the IOC service control (the start stop section) entirely if the IOC is not deployed, but I was a bit undecided as to whether or not that would be an improvement.
