CE-2831: Allow creation of IOC with automatic repo initialization

Possible follow-ups:

  • e fetches returns empty list, e3 fetches returns empty list, e3- fetches returns a result. If BE only sends results when minimum 3 characters, then FE shouldn't fetch before
  • when deleting an IOC you are automatically redirected to Create New page, shouldn't that be IOC list page
  • reset errors if selection changes
