CE-3429: Convert to typescript

Convert to typescript.

  • Disabled/added "any" to handler.ts and mockAPI.ts because I couldn't get the types right. Tried to implement msw-auto-mock but couldn't get that working either, so will leave it like this for now. Better to get this out so we don't get more merge conflicts
