CE-3427: Api documentation link help page

when testing:

• Remember to set the appropriate SERVER_ADDRESS in config.js
• Remember to use the common dev version

Had an idea where we could make the server address reusable from vite.config.js and import it somehow into config.js. However I think that would be a follow-up, let me know if you think it's necessary...

I'm opening this MR up for discussion before I make changes in template and naming so that if we decide on another solution I don't have to re-re-write in 2 more places
