CE-3441: IOC modify section

Added loader and moved loader and error to dialog.

Did not move the api call to dialog since it isn't a standalone component and that would be a far bigger task.

Tooltip added to both text fields and made more generic

Removed buttonDisabledProps since dialog is now "frozen" during operation
