CE-2966: Set up linting and autoformatting

Changes:

• check stage added to CI
• Precommit config added
• Checkstyle Maven plugin added (fail the build on ERROR level violations)
• com.spotify.fmt:fmt-maven-plugin added for formatting (using google style)
• The codebase has been formatted
