CE-2352: History table for IOC Type

Domonkos Gulyas requested to merge CE-2352_History-table-for-IOC-type into develop

A new table 'ioc_type_history' has been created to store the history entries for IOC types. In the same flyway script, a CREATED entry has been added to the history table for all existing IOC types. Also, an endpoint has been added to query the history of an IOC type.
