ICSHWI-12633: remove ioc instance details endpoint

Removes the IOC instance details endpoint.

The IocInstanceService#getIocById is currently unused in this case; do we also want to remove the methods in the service layer as well? Or leave them hanging and cleanup later? (because it strikes me as odd to never search a resource by its ID)
