CE-1779: update to scoped ce-ui-common dependency

I've updated the README with information on how to install dependencies with this change; please follow the information there (and if it's not sufficient let me know).

You can grab your credentials easier from https://artifactory.esss.lu.se/ui/repos/tree/General/ics-npm/@ess-ics/ce-ui-common by clicking "Set me up", entering your password, and copying what Artifactory gives you. I did not include this information in the README because I figure this should go in Confluence along with other onboarding material, e.g. https://confluence.esss.lu.se/x/snVhGw
