CE-1819: add EllipsisText. Unify LogDetailsLog style

Makes the LogDetails LogDetailsLogs component's spacing between header and table consistent with Instances header/table in TemplateDetails.

Also: I spotted that text was cutoff in the table so I created a component based on what is in Deploy to add a tooltip and ellipsis. I've created a followup ticket CE-1936 to eventually refine/move that into ui-common, for now the text is at least functionally readable (including with screenreaders).
