CE-2584: add description to ioc types

• in the ioc type list page:
  • adds description column
  • renames "No of instances" to "Instances"
  • updates column spacing
• in the ioc type details page:
  • adds description to key-value table
  • adds description to ioc rename in admin tab
• in the ioc create pages (from example, from blank), adds the description field
