CE-3127: Improvements to RTK implementation

• Updated templateApi.ts from latest develop
• Auto generate lazy query hooks
• Add AlertApiError
• Create store folder + move emptyApi, templateApi, ReduxProvider, store.ts into it
• Update imports
• Convert files to ts
• README update (copied from deploy)

follow-up:

• Implement <AlertApiError /> where possible, discuss with Johanna
• Move over to auto generated hook functions eg. templateApi.endpoints.createIocRevision.useMutation(); ---> useCreateIocRevisionMutation();
