CE-3209: refine eslint and prettier setup

Max Frederiksen requested to merge CE-3209-refine-eslint-prettier into develop

Cleanup eslint and prettier setup to be more synced with all projects. A lot of the custom rules were removed either because I felt they were unnecessary or already coming from one of the plugins in the extends array.
