ICSHWI-11895: Remove Login Routing Behavior

Removes support for the "redirect user to login when not logged in" behavior in favor of hints/encouragement via the UX.

While this technically is a breaking change, it appears that use of the LoginSuggester has already been removed from template-ui so there shouldn't be any clients affected by removal of this.
