ICSHWI-12590: add stepper component, based on d&m

This includes one improvement, which is to make the lines dotted on not-yet-completed steps to make it clearer to poorly-sighted users that the steps haven't been done yet. (though, this doesn't solve the problem of using color to distinguish between active and completed, and using icons to convey the step rather than their status)
