ICSHWI-12700: add IconBadge and story

I've also included in this a reorganization of the stories that should be a bit cleaner than before

For the "secondaryText" color I've instead opted to make the text slightly transparent since color could (incorrectly) indicate a call to action / hyperlink.

I've made a few improvements to this component as part of the migration, including:

• title and subtitle are actually on separate rows, so the subtitle and secondary icon can be styled differently
• secondary icon is a little smaller; looks better

Note that this component doesn't normally sit on Paper; I've added Paper in the story to make it clear what the spacing looks like.
