ICSHWI-21400: Handle ring-bringup-fails

Check ring status before proceeding with further configuration in RMMAPI::config().

The solution meets the current task requirements. In the future, we could enhance this by inspecting the setup status of individual nodes and optionally halting the entire bring-up process if a ring fails. However, this should be configurable, because some use cases may still require continuing the bring-up to validate the state of other rings and nodes.
