E3-540: Added simple notes for chapters to perhaps skip

It seems to me that Chapters 3, 5, and 10 can be skipped for people who intend to work with a pre-built environment. The other chapters all have information that seems relevant for people who need to develop their own IOCs, but not necessarily build their own modules or e3 environment.
