E3-1184: All access rules and group definitions in a singular file

This MR is a move towards a singular/global access security definition. There are documents being drafted to set up governance boards for the management of access security groups (authored by Martin Carroll), and to describe this architecture (to be authored by myself).

This change was brought out of draft on request by @saeedhaghtalab.

Note that all IOCs and modules that make use of access rules would need to be modified before they migrate to an environment that contains this version of essioc. Work package managers and work unit leaders with affected systems are expected to involve developers to ensure of this.

This change is only expected to be released for the latest e3 environment (2024q1, currently being evaluated for release to production), to not affect running systems.
