Update base to 7.0.4

Sync with conda-forge recipe at the same time: https://github.com/conda-forge/epics-base-feedstock

  • add win and osx support
  • we still have differences for ppc64 support (not in conda-forge)
  • there are some extra pataches that were needed for use with require (still valid?)
