Update v1 5

This MR update the recsync version to 1.5: https://github.com/ChannelFinder/recsync/releases/tag/1.5

And apply patches to sync with wrapper repository changes:

  • Add IOCVERSION to ChannelFinder data
  • Allow possibility to disable reccaster
