Update to add new Eaton-UPS module

Basically update module version.

The module has MIB files that need to be found by the IOC. The current strategy is to add them to db. The makefile does that in this commit

I also changed Snmp.cpp to devSnmp.cpp because the Makefile wouldn't build otherwise.
