E3-1750: Set up GL pages publishing

  • Set up docs building with Sphinx, including auto-gen of the library's docstrings
  • Publish to GL pages upon merge into default branch
  • Apply standard markdown formatting/linting rules
  • Rewrite README to better fit the new doc setup
