This MR most importantly modifies the data structure in the formula so that it can be handled by the same handler as specifications.
It also renames the release files to be a bit more descriptive of their purposes; they now encode which release they are for, but also have a small descriptor to differentiate between, for example, a specification containing core modules from one containing all modules.
