E3-736: full formula

This adds a full formula that should allow us to build a full new environment.

Notes:

• It does include the core modules
• A few modules are commented out, see https://confluence.esss.lu.se/display/E3/2022Q1+e3+release
• There were some fixes and updates to the core formula
• The tag for e3-snmp is 1.1.0.3 (see the document above), but that tag does not exist in the underlying module: https://gitlab.esss.lu.se/epics-modules/snmp
• Three of the modules (fbis, dln, mpsplc) all have two versions. I don't know if this works with the formula mangler, but let's see what happens!
